If a governor intentionally causes a budget shortfall out of some king of "starve the beast" ideology, then it does not follow that public employees are to blame. That's illogical. History. Union-busting has a long history in the U.S., dating back to the industrial revolution. This is simply part of that time-tested strategy favored by moneyed elites.
